Chapter Presidents Council Volunteer Award for WV
Recipient: Patricia Booth, AICP
For: APA WV Webmaster duties
Patricia Booth has served as the APA WV Webmaster since 2022 and aided in the transition of the APA WV website to the National Platform. The website has changed from an old-school style website to new and up to date. Extra effort is given during the WV legislative season to track important planning related legislative issues to make them more widely known and easy to find.

Jing Zhang - Transportation Planner II at Morgantown Monongalia Metropolitan Planning Organization
Jing Zhang has been a planner with the MMMPO since 2012. He has advised the USDOT on equity as well as chairing APA’s International Division to facilitate international collaborations. He has also supported Asian and Pacific Islander planners nationwide and empowered local civic groups, including cycling safety education. Additionally he has done upskilling for planners with web skills and helped to grow the APA International Division InterPlan publication as managing editor/editor in chief for several years.

Chris was a long time APA WV member for over 20 years and APA WV president before moving on from West Virginia. Part of his success in West Virginia was doing a complete update of the WV 8A for the first time in over 50 years. He previously worked for the Monongalia County Planning Commission, the City of Morgantown, and the City of Weirton.

July 1999 In Memory of Paul T. McIntire, Sr.
Paul passed away July 28, 1999, losing his battle with cancer much too early in life. He was 61 years of age, right in the midst of the most productive years planners have the opportunity to enjoy.
Paul was previously President (1978-1979) of the West Virginia Planning Association. His expert leadership continued by being a continuing member of the Association's Executive Committee following his term of office.
"Planning and zoning in Sundance County" was a real-life story (play) written by Paul based on his actual experiences in the administration of a local planning and community development program. It was a lighthearted spoof on ourselves which made a hit at the planning training session.
Perhaps his most important contribution was the creation of the "PLANNING INSTITUTE," a well attended and major training event for the state's planning commissioners and their staff members.
